政策解读 | 国务院印发《关于促进乡村产业振兴的指导意见》

《意见》指出,要以习近平新时代中国(guo)特(te)色(se)社(she)会主义思(si)想为指导,全面贯彻(che)党的十(shi)九大和十(shi)九届二中、三中全会精神,牢固(gu)树立新发展(zhan)理念,落实高质量发展(zhan)要求,坚(jian)持(chi)农业农村优先发展总(zong)方(fang)针(zhen),以实施乡村振兴战(zhan)略为(wei)总抓(zhua)手,以农业供给侧结(jie)构性改革为主线,围绕(rao)农村一二三(san)产(chan)(chan)(chan)业(ye)(ye)融合发(fa)展,与(yu)脱(tuo)贫攻(gong)坚(jian)有效衔(xian)接(jie)、与(yu)城(cheng)镇(zhen)化联(lian)动(dong)(dong)推进(jin),聚焦(jiao)重点产(chan)(chan)(chan)业(ye)(ye),聚集资源要素(su),强(qiang)化创新(xin)引领,突出集群成(cheng)链(lian),培(pei)育(yu)发(fa)展新(xin)动(dong)(dong)能,加快(kuai)构(gou)建现代农业(ye)(ye)产(chan)(chan)(chan)业(ye)(ye)体(ti)系(xi)、生产(chan)(chan)(chan)体(ti)系(xi)和经营体(ti)系(xi),推动(dong)(dong)形成(cheng)城乡融合发(fa)展格局(ju),为农(nong)业农(nong)村(cun)现代(dai)化奠定坚实基础。

意见(jian)》明(ming)确,乡村产业根(gen)植(zhi)于县域(yu),以农(nong)(nong)(nong)业(ye)农(nong)(nong)(nong)村(cun)资(zi)源为依(yi)托(tuo),以农(nong)(nong)(nong)民(min)为主(zhu)体(ti),以农(nong)(nong)(nong)村(cun)一二三产(chan)业(ye)融合(he)(he)发(fa)展为路径,地(di)域(yu)特色(se)鲜明、创(chuang)新创(chuang)业(ye)活跃、业(ye)态(tai)类型丰富(fu)、利益联结紧密,是提(ti)升农(nong)(nong)(nong)业(ye)、繁(fan)荣农(nong)(nong)(nong)村(cun)、富(fu)裕(yu)农(nong)(nong)(nong)民(min)的(de)产(chan)业(ye)。促进乡(xiang)村(cun)产(chan)业(ye)振兴,要坚持因地(di)制(zhi)宜、突出特色(se),市场(chang)导向、政府支持,融合(he)(he)发(fa)展、联农(nong)(nong)(nong)带(dai)农(nong)(nong)(nong),绿色(se)引领(ling)、创(chuang)新驱(qu)动等原则,把(ba)以农业农村(cun)资(zi)源为(wei)依托的二三产(chan)业尽量留在农村(cun)把(ba)农业产业链的增值收益(yi)、就业岗位尽量留给农民。力争用5-10年时间,农村一二三产(chan)业(ye)融(rong)合发展增加值(zhi)占(zhan)县域生产(chan)总(zong)值(zhi)的比重(zhong)实(shi)现较(jiao)大(da)幅度提高(gao),乡村产(chan)业(ye)振兴取得(de)重(zhong)要进展。


《意见》提(ti)出六个方面任务举措。

01

突出优势(shi)特(te)色(se),培育壮大乡村产业。做(zuo)强现代种养业,做精(jing)乡土特色(se)产业,提(ti)升农(nong)产品加工(gong)流通业(ye),优(you)化乡村休闲旅游业(ye),培育(yu)乡村(cun)新型服务业(ye),发(fa)展乡村(cun)信(xin)息产业(ye)。

科学(xue)合理布局,优化乡村产业空间结(jie)构。强(qiang)化县域统筹(chou),推进(jin)镇域产业聚集(ji),促进(jin)镇村联动发展(zhan),支持贫(pin)困地(di)区产业发展(zhan)。

促进产业(ye)(ye)融合发展,增(zeng)强乡村产业(ye)(ye)聚合力。培育多元融合主体(ti),形成“农业(ye)(ye)+”多业(ye)(ye)态发展态势,打(da)造产业(ye)(ye)融合载体(ti),构建(jian)利(li)益(yi)联结机制。

推进(jin)质量(liang)兴(xing)农(nong)绿色(se)兴(xing)农(nong),增(zeng)强乡村(cun)产业持续(xu)增(zeng)长(zhang)力(li)。健(jian)全绿色(se)质量(liang)标(biao)准(zhun)体系,大力(li)推进(jin)标(biao)准(zhun)化生产,培育提升农(nong)业品牌,强化资(zi)源保护利用。

推(tui)动(dong)创新(xin)创业(ye)升级,增(zeng)强乡村产业(ye)发展新(xin)动(dong)能。强化科技创新(xin)引领,促进(jin)农(nong)村创新(xin)创业(ye)。

完善政(zheng)策措施,优化乡(xiang)村(cun)产业发展(zhan)环境。健全(quan)财政(zheng)投入(ru)机制,创新(xin)乡(xiang)村(cun)金融服务,有序引(yin)导工商资(zi)本下乡(xiang),完善用地保(bao)障政(zheng)策,健全(quan)人(ren)才保(bao)障机制。

各省、自(zi)治区(qu)、直辖市人民(min)政府(fu),国(guo)务院(yuan)各部委、各直属(shu)机构:

       产业兴旺是乡村振兴的重要基础,是解决农村一切问题的前提。乡村产业根植于县域,以农业农村资源为依托,以农民为主体,以农村一二三产业融合发展为路径,地域特色鲜明、创新创业活跃、业态类型丰富、利益联结紧密,是提升农业、繁荣农村、富裕农民的产业。近年来,我国农村创新创业环境不断改善,新产业新业态大量涌现,乡村产业发展取得了积极成效,但也存在产业门类不全、产业链条较短、要素活力不足和质量效益不高等问题,亟需加强引导和扶持。为促进乡村产业振兴,现提出如下意见。

一、总体要求

(一(yi))指(zhi)导思想。以(yi)习(xi)近平(ping)新时(shi)代(dai)(dai)中(zhong)国特色社会主义思想为(wei)(wei)指(zhi)导,全面(mian)贯(guan)彻党的十九(jiu)大和十九(jiu)届二中(zhong)、三中(zhong)全会精(jing)神,牢固树立新发(fa)(fa)展(zhan)(zhan)理(li)念,落实(shi)高质量发(fa)(fa)展(zhan)(zhan)要求,坚(jian)持农(nong)业(ye)(ye)(ye)农(nong)村优(you)先发(fa)(fa)展(zhan)(zhan)总(zong)方针,以(yi)实(shi)施乡(xiang)(xiang)村振兴(xing)战略为(wei)(wei)总(zong)抓手(shou),以(yi)农(nong)业(ye)(ye)(ye)供(gong)给侧结构性改革(ge)为(wei)(wei)主线,围绕农(nong)村一(yi)二三产(chan)(chan)业(ye)(ye)(ye)融合发(fa)(fa)展(zhan)(zhan),与脱(tuo)贫攻坚(jian)有(you)效衔接、与城镇化(hua)联动(dong)推进,充分挖掘乡(xiang)(xiang)村多(duo)种功能和价(jia)值(zhi),聚(ju)焦重点产(chan)(chan)业(ye)(ye)(ye),聚(ju)集资源(yuan)要素,强化(hua)创(chuang)新引领,突(tu)出集群成链,延长(zhang)产(chan)(chan)业(ye)(ye)(ye)链、提升价(jia)值(zhi)链,培育发(fa)(fa)展(zhan)(zhan)新动(dong)能,加快构建现(xian)代(dai)(dai)农(nong)业(ye)(ye)(ye)产(chan)(chan)业(ye)(ye)(ye)体系、生产(chan)(chan)体系和经(jing)营体系,推动(dong)形成城乡(xiang)(xiang)融合发(fa)(fa)展(zhan)(zhan)格(ge)局,为(wei)(wei)农(nong)业(ye)(ye)(ye)农(nong)村现(xian)代(dai)(dai)化(hua)奠(dian)定(ding)坚(jian)实(shi)基(ji)础。

(二)基本原(yuan)则。

因地(di)制(zhi)宜、突出特色(se)。依托种养业、绿(lv)水青山、田(tian)园风光和乡(xiang)(xiang)土(tu)(tu)文化(hua)等,发展优势(shi)明(ming)显、特色(se)鲜(xian)明(ming)的(de)乡(xiang)(xiang)村产业,更(geng)好(hao)彰显地(di)域(yu)特色(se)、承载乡(xiang)(xiang)村价值、体(ti)现乡(xiang)(xiang)土(tu)(tu)气息。

市(shi)场导向(xiang)、政府(fu)支持。充分发(fa)挥市(shi)场在资源配置中的决定性作(zuo)用,激活要(yao)素(su)、市(shi)场和各类经营主体。更好发(fa)挥政府(fu)作(zuo)用,引(yin)导形成以农民为主体、企业带(dai)动和社(she)会参与相结合的乡(xiang)村产业发(fa)展格局(ju)。

融(rong)合发展、联(lian)农(nong)带农(nong)。加快(kuai)全(quan)产业(ye)链、全(quan)价值链建(jian)设,健全(quan)利(li)益联(lian)结机(ji)制,把以农(nong)业(ye)农(nong)村资源(yuan)为依托的二三产业(ye)尽量留在农(nong)村,把农(nong)业(ye)产业(ye)链的增值收(shou)益、就业(ye)岗(gang)位尽量留给(ji)农(nong)民(min)。

绿色引领、创新驱(qu)动。践(jian)行绿水青山(shan)就(jiu)是金山(shan)银(yin)山(shan)理念,严守耕(geng)地和生(sheng)(sheng)态保护红(hong)线(xian),节约资源,保护环境,促进农村生(sheng)(sheng)产生(sheng)(sheng)活生(sheng)(sheng)态协调(diao)发展。推(tui)动科技、业态和模式创新,提高乡村产业质量效益。

(三(san))目标(biao)任务。力争用5—10年时(shi)间,农(nong)村(cun)一二三(san)产(chan)(chan)(chan)(chan)业(ye)融(rong)合发展(zhan)(zhan)增加值占(zhan)县域生产(chan)(chan)(chan)(chan)总值的比重实现较大(da)幅(fu)度提高,乡(xiang)村(cun)产(chan)(chan)(chan)(chan)业(ye)振兴取得重要进展(zhan)(zhan)。乡(xiang)村(cun)产(chan)(chan)(chan)(chan)业(ye)体系(xi)健全完备,农(nong)业(ye)供给侧(ce)结(jie)构性改(gai)革成(cheng)效(xiao)明显(xian),绿色发展(zhan)(zhan)模(mo)式更加成(cheng)熟(shu),乡(xiang)村(cun)就业(ye)结(jie)构更加优(you)化,农(nong)民(min)增收渠道持续拓(tuo)宽,产(chan)(chan)(chan)(chan)业(ye)扶(fu)贫(pin)作用进一步凸显(xian)。

二、突出优势特色,培育壮大乡村产业

(四)做强现代种(zhong)养业。创新产(chan)(chan)业组(zu)织方式,推动种(zhong)养业向(xiang)规(gui)模化、标准化、品牌化和(he)(he)绿色(se)化方向(xiang)发(fa)展(zhan),延(yan)伸拓展(zhan)产(chan)(chan)业链(lian),增(zeng)加绿色(se)优质产(chan)(chan)品供(gong)给(ji),不断提高质量效益和(he)(he)竞争(zheng)力。巩(gong)固(gu)提升粮(liang)食(shi)产(chan)(chan)能(neng),全面落实永久基本农(nong)(nong)田(tian)特(te)殊(shu)保护(hu)制度,加强高标准农(nong)(nong)田(tian)建设,加快划定粮(liang)食(shi)生产(chan)(chan)功能(neng)区和(he)(he)重(zhong)要农(nong)(nong)产(chan)(chan)品生产(chan)(chan)保护(hu)区。加强生猪(zhu)等畜禽产(chan)(chan)能(neng)建设,提升动物疫病防控能(neng)力,推进奶(nai)业振兴和(he)(he)渔业转型升级。发(fa)展(zhan)经(jing)济林和(he)(he)林下经(jing)济。(农(nong)(nong)业农(nong)(nong)村部(bu)、国(guo)家发(fa)展(zhan)改革委、自然资源部(bu)、国(guo)家林草(cao)局等负(fu)责)

(五)做精(jing)乡(xiang)土特(te)(te)色产(chan)(chan)(chan)业。因地(di)制(zhi)宜发展小宗类、多样性(xing)特(te)(te)色种养,加(jia)强(qiang)地(di)方(fang)品种种质(zhi)资(zi)源保护和(he)开发。建(jian)设特(te)(te)色农产(chan)(chan)(chan)品优势区,推进特(te)(te)色农产(chan)(chan)(chan)品基地(di)建(jian)设。支持(chi)建(jian)设规范化乡(xiang)村(cun)工(gong)厂、生产(chan)(chan)(chan)车间,发展特(te)(te)色食品、制(zhi)造、手工(gong)业和(he)绿色建(jian)筑建(jian)材(cai)等乡(xiang)土产(chan)(chan)(chan)业。充(chong)分挖掘(jue)农村(cun)各类非物质(zhi)文(wen)化遗(yi)产(chan)(chan)(chan)资(zi)源,保护传(chuan)统工(gong)艺(yi),促进乡(xiang)村(cun)特(te)(te)色文(wen)化产(chan)(chan)(chan)业发展。(农业农村(cun)部(bu)、工(gong)业和(he)信息化部(bu)、文(wen)化和(he)旅游(you)部(bu)、国家林(lin)草局等负责)

(六)提升农(nong)(nong)(nong)(nong)产(chan)(chan)品(pin)(pin)加(jia)工(gong)(gong)流(liu)通业(ye)(ye)。支持粮食(shi)主产(chan)(chan)区和(he)(he)特色(se)农(nong)(nong)(nong)(nong)产(chan)(chan)品(pin)(pin)优势区发(fa)(fa)展农(nong)(nong)(nong)(nong)产(chan)(chan)品(pin)(pin)加(jia)工(gong)(gong)业(ye)(ye),建(jian)设一(yi)批农(nong)(nong)(nong)(nong)产(chan)(chan)品(pin)(pin)精深加(jia)工(gong)(gong)基(ji)地(di)和(he)(he)加(jia)工(gong)(gong)强县。鼓励农(nong)(nong)(nong)(nong)民合作社和(he)(he)家庭农(nong)(nong)(nong)(nong)场发(fa)(fa)展农(nong)(nong)(nong)(nong)产(chan)(chan)品(pin)(pin)初加(jia)工(gong)(gong),建(jian)设一(yi)批专(zhuan)业(ye)(ye)村镇。统筹农(nong)(nong)(nong)(nong)产(chan)(chan)品(pin)(pin)产(chan)(chan)地(di)、集散地(di)、销(xiao)地(di)批发(fa)(fa)市场建(jian)设,加(jia)强农(nong)(nong)(nong)(nong)产(chan)(chan)品(pin)(pin)物(wu)流(liu)骨(gu)干网络(luo)和(he)(he)冷链物(wu)流(liu)体(ti)系建(jian)设。(农(nong)(nong)(nong)(nong)业(ye)(ye)农(nong)(nong)(nong)(nong)村部、国(guo)家发(fa)(fa)展改革委、工(gong)(gong)业(ye)(ye)和(he)(he)信息(xi)化部、商务部、国(guo)家粮食(shi)和(he)(he)储备(bei)局、国(guo)家邮政局等负责)

(七)优化乡村休(xiu)闲旅游业(ye)。实施休(xiu)闲农(nong)业(ye)和(he)乡村旅游精(jing)品工程,建(jian)设一批(pi)设施完备、功能(neng)多样的休(xiu)闲观光(guang)园区、乡村民宿(su)、森林(lin)人家和(he)康(kang)养基(ji)地(di),培育一批(pi)美丽休(xiu)闲乡村、乡村旅游重点村,建(jian)设一批(pi)休(xiu)闲农(nong)业(ye)示(shi)范县(xian)。(农(nong)业(ye)农(nong)村部、文化和(he)旅游部、国家卫生健康(kang)委、国家林(lin)草局等负责(ze))

(八)培育乡村(cun)新型服务(wu)业(ye)。支持供销(xiao)、邮政(zheng)(zheng)、农(nong)(nong)(nong)(nong)业(ye)服务(wu)公司、农(nong)(nong)(nong)(nong)民合作(zuo)社等(deng)(deng)开展农(nong)(nong)(nong)(nong)资供应、土地托(tuo)管、代(dai)耕代(dai)种、统(tong)(tong)防统(tong)(tong)治、烘干(gan)收(shou)储(chu)等(deng)(deng)农(nong)(nong)(nong)(nong)业(ye)生(sheng)产性服务(wu)业(ye)。改(gai)造农(nong)(nong)(nong)(nong)村(cun)传统(tong)(tong)小商业(ye)、小门(men)店、小集市等(deng)(deng),发(fa)(fa)展批发(fa)(fa)零售、养老托(tuo)幼、环(huan)境卫生(sheng)等(deng)(deng)农(nong)(nong)(nong)(nong)村(cun)生(sheng)活性服务(wu)业(ye)。(农(nong)(nong)(nong)(nong)业(ye)农(nong)(nong)(nong)(nong)村(cun)部(bu)、国(guo)(guo)家(jia)发(fa)(fa)展改(gai)革委、财政(zheng)(zheng)部(bu)、商务(wu)部(bu)、国(guo)(guo)家(jia)邮政(zheng)(zheng)局、供销(xiao)合作(zuo)总社等(deng)(deng)负责)

(九)发展乡村信息(xi)产(chan)业(ye)。深入推(tui)(tui)进(jin)“互联(lian)网(wang)+”现(xian)代农(nong)业(ye),加快重要农(nong)产(chan)品全产(chan)业(ye)链大数(shu)据建设(she)(she),加强国家数(shu)字农(nong)业(ye)农(nong)村系统建设(she)(she)。全面推(tui)(tui)进(jin)信息(xi)进(jin)村入户,实施“互联(lian)网(wang)+”农(nong)产(chan)品出村进(jin)城工程。推(tui)(tui)动农(nong)村电子商务公共服务中心和快递物流(liu)园(yuan)区发展。(农(nong)业(ye)农(nong)村部(bu)、中央(yang)网(wang)信办(ban)、工业(ye)和信息(xi)化部(bu)、商务部(bu)、国家邮(you)政局等负责)

三、科学合理布局,优化乡村产业空间结构

(十)强化县(xian)(xian)域统筹。在县(xian)(xian)域内统筹考虑(lv)城乡(xiang)(xiang)产(chan)(chan)(chan)业发(fa)展,合(he)理规划乡(xiang)(xiang)村(cun)产(chan)(chan)(chan)业布局(ju),形成县(xian)(xian)城、中(zhong)心(xin)镇(zhen)(乡(xiang)(xiang))、中(zhong)心(xin)村(cun)层(ceng)级分工明显、功能有机衔接的格局(ju)。推进城镇(zhen)基(ji)(ji)础设(she)施(shi)和基(ji)(ji)本(ben)公共服(fu)务(wu)(wu)向乡(xiang)(xiang)村(cun)延伸,实现城乡(xiang)(xiang)基(ji)(ji)础设(she)施(shi)互联互通、公共服(fu)务(wu)(wu)普惠共享。完善县(xian)(xian)城综合(he)服(fu)务(wu)(wu)功能,搭建技术研(yan)发(fa)、人才培训和产(chan)(chan)(chan)品营销等平台。(国家(jia)发(fa)展改革委、自然资源部(bu)、生态环境部(bu)、住房城乡(xiang)(xiang)建设(she)部(bu)、农(nong)业农(nong)村(cun)部(bu)等负责)

(十(shi)一)推进(jin)镇(zhen)域产(chan)业聚集(ji)。发挥镇(zhen)(乡(xiang))上(shang)连县(xian)、下连村(cun)(cun)的纽带(dai)作(zuo)用,支持有条件(jian)的地方建设(she)以镇(zhen)(乡(xiang))所在地为中(zhong)心的产(chan)业集(ji)群。支持农产(chan)品加工流(liu)通企业重心下沉,向有条件(jian)的镇(zhen)(乡(xiang))和物(wu)流(liu)节点集(ji)中(zhong)。引导特色小镇(zhen)立足产(chan)业基础(chu),加快要(yao)素(su)聚集(ji)和业态创新,辐射(she)和带(dai)动周边(bian)地区(qu)产(chan)业发展。(国家发展改革委、住房城乡(xiang)建设(she)部、农业农村(cun)(cun)部等(deng)负责(ze))

(十二)促进镇(zhen)村联动发(fa)(fa)展。引导农业企(qi)业与农民合(he)作社、农户联合(he)建设原料(liao)基地(di)、加工车间等,实(shi)现加工在(zai)镇(zhen)、基地(di)在(zai)村、增收在(zai)户。支持镇(zhen)(乡(xiang))发(fa)(fa)展劳动密集(ji)型产业,引导有条件的村建设农工贸专业村。(国家发(fa)(fa)展改革委、农业农村部(bu)(bu)、商务(wu)部(bu)(bu)等负(fu)责(ze))

(十三(san))支持(chi)(chi)贫(pin)困(kun)(kun)地(di)(di)区(qu)产业(ye)(ye)(ye)(ye)发展(zhan)。持(chi)(chi)续加(jia)大(da)资金(jin)、技术、人才等要素投入,巩固和扩大(da)产业(ye)(ye)(ye)(ye)扶贫(pin)成果。支持(chi)(chi)贫(pin)困(kun)(kun)地(di)(di)区(qu)特(te)别是“三(san)区(qu)三(san)州”等深度贫(pin)困(kun)(kun)地(di)(di)区(qu)开发特(te)色(se)资源、发展(zhan)特(te)色(se)产业(ye)(ye)(ye)(ye),鼓励农业(ye)(ye)(ye)(ye)产业(ye)(ye)(ye)(ye)化龙头(tou)企(qi)业(ye)(ye)(ye)(ye)、农民(min)合(he)作社与(yu)贫(pin)困(kun)(kun)户建立(li)多(duo)种形式的利益(yi)联(lian)结机(ji)制。引导大(da)型加(jia)工流通、采购销售、投融资企(qi)业(ye)(ye)(ye)(ye)与(yu)贫(pin)困(kun)(kun)地(di)(di)区(qu)对接,开展(zhan)招商引资,促(cu)进产品(pin)销售。鼓励农业(ye)(ye)(ye)(ye)产业(ye)(ye)(ye)(ye)化龙头(tou)企(qi)业(ye)(ye)(ye)(ye)与(yu)贫(pin)困(kun)(kun)地(di)(di)区(qu)合(he)作创建绿色(se)食品(pin)、有机(ji)农产品(pin)原料(liao)标准化生产基地(di)(di),带(dai)动(dong)贫(pin)困(kun)(kun)户进入大(da)市场(chang)。(农业(ye)(ye)(ye)(ye)农村部、国(guo)家(jia)发展(zhan)改革(ge)委、财政(zheng)部、商务部、国(guo)务院(yuan)扶贫(pin)办等负(fu)责)

四、促进产业融合发展,增强乡村产业聚合力
